This company wanted to strengthen a control of employees, but there were only issues for each employee level and they started to focus on penalty regulation. Therefore basic training and reform of sense, which was necessary for the company's management, was lacking in the company. So it was more important for them to implement training for employees, organizing a proper team and improve their moral, before they implemented a control.
